Literacy: an essential condition for democracy

Literacy is one of the fundamental pillars of democratic life. Reading, understanding, analyzing, and interpreting information enables citizens to fully participate in collective life, form informed opinions, and exercise independent judgment. In a society where information is omnipresent and circulates rapidly, these skills are essential for distinguishing facts from opinions, recognizing bias, and addressing the challenges of misinformation.

Developing critical thinking
in the age of information

Beyond the simple ability to read, literacy engages critical thinking. It enables individuals to question narratives, cross-check sources, and understand the social, cultural, economic, and political issues that shape our world. In this sense, it is an essential condition for the exercise of active, informed, and responsible citizenship.

Reading as the foundation
of a shared culture

Reading also plays a fundamental role in building a shared culture. It allows for the sharing of stories, ideas, and references that nourish collective dialogue. By exposing young people to a diversity of perspectives, it fosters openness to others, the development of empathy, and the ability to live together in a pluralistic society. As highlighted by numerous studies, reading contributes to the development of independent thinking, sensitivity, and critical judgment—essential skills for democratic participation.

A democratic issue in Quebec

In the Quebec context, literacy issues take on particular importance. Data show that more than half of the adult population does not have the skills required to understand complex texts, which limits many citizens’ ability to fully participate in democratic life, access information, and defend their rights. These inequalities in literacy contribute to widening social gaps and weakening the democratic fabric.

This is why developing reading skills from an early age represents a major lever for equal opportunity. By providing access to books and fostering a love of reading, it is possible to reduce inequalities, support educational success, and promote more equitable civic participation.

The work of Youth Literacy Quebec

The Youth Literacy Quebec project fits directly within this perspective. By promoting access to reading, encouraging regular reading habits, and fostering a positive relationship with books, the organization helps develop citizens who are able to understand the world, express themselves, think critically, and actively participate in society.

Through its Reading is awesome ! initiative, the organization takes concrete action on the determinants of civic participation: motivation to read, vocabulary development, text comprehension, and cultural openness. By integrating reading into the daily lives of young people, families, and school environments, it helps create conditions that support the emergence of a shared reading culture.

Reading to strengthen
Quebec democracy

More broadly, promoting reading means investing in democratic vitality. A society of readers is a society that is more informed, more critical, more empathetic, and more engaged. By cultivating a love of reading, the pleasure of learning, and openness to the world, Youth Literacy Quebec contributes to building a collective space grounded in dialogue, understanding, and participation.

Through the development of these essential skills, the organization also helps strengthen the educational, cultural, and civic institutions of Quebec society, which are fundamental pillars of democratic vitality. By supporting citizens’ ability to understand, express themselves, and engage, reading thus directly contributes to the strength, sustainability, and quality of our democracy.
